	 <title>Burma's Displaced People</title>

		 <description>This issue of FMR aims to help bring the crisis of forced displacement of Burmese people back into the international spotlight. With the ‘Saffron Revolution’ of September 2007, Burma was catapulted into the centre of international attention. It was briefly headline news as people monitored the regime’s response
and watched for hints of progress towards democracy and the restoration of rights. With little action on either front (and no visible resurgence of violence or protest), interest has since waned. The September protests, led by Buddhist monks, were sparked by a sudden increase in oil prices which had a serious impact on the already impoverished population. After a few days, the government violently ended what it called

		 <description>- Plus de la moitié des 85 000 bédouins du désert du Néguev vivent dans une quarantaine de villages non-reconnus par Israël, privés de bon nombre de services essentiels, et surtout d’eau potable. Selon certains experts, quelque 45 000 bédouins ont recours aux camions-citernes ou aux animaux pour transporter de l’eau jusqu’à leur domicile.
Ainsi, les centaines d’habitants du village de Tel Arad dépendent entièrement de l’eau qui leur est apportée par camions-citernes ou à dos d’animaux, ce qui revient encore plus cher pour des habitants qui n’ont déjà guère les moyens d’acheter de la viande régulièrement. 	 <title>Somalia: Proceed with Caution</title>

		 <description>Somalia is without a doubt the most neglected crisis in the world today. Over the past seventeen years, Somalia has been subject to ongoing civil wars, droughts and floods. Most observers agree that the crisis has never been as acute as it is today. The immense gap between the level of need and the corresponding humanitarian response is striking. Agencies struggle to provide food, water, health care, and other basic assistance to one million internally displaced people because of the worsening security crisis. Additionally, their own bureaucracies have not sufficiently adapted to the ground realities of this situation. 		 <description>Expectations for peace are high in northern Uganda with positive news coming out of the Juba peace talks and thousands of internally displaced persons (IDPs) have already left the protected camps for their homes. But many IDPs wishing to go home could slip through the cracks in the government’s return and intervention policies because they have settled in towns and cities. According to the United Nations Office for
the Coordination of Humanitarian Affairs (UNOCHA), a half million people in the north have returned to their homes—mainly in the Lango and Teso regions—and at least another 1.2 million people remain in rural IDP camps, while an unknown number are still in Uganda’s urban centres, and quite possibly will be unable to return without assistance. 		 <description>Since the invasion of Iraq, and with the rapid spread of Internet access, the world has witnessed a more egalitarian, less-educated and -materially well off, and more socially marginalized wave of would-be jihadi martyrs. Although millions of people support violent jihad, very few are willing to do it. Those who do pursue violent jihad usually emerge in small groups of action-oriented friends. They come from the same neighborhood and interact during activities, such as soccer or paintball. Often they become camping and hiking companions who learn to take care of one another under trying conditions, which causes them to become even more deeply attached. Increasingly, they may first meet in a chat room where the anonymity of the World Wide Web paradoxically helps to forge intimate emotional ties among people who might otherwise physically intimidate or put off one another. 		 <description>Three years after the signature of the Comprehensive Peace Agreement (CPA) between the Government of Sudan and the Sudan People’s Liberation Movement/Army (SPLM/A), adequate access to basic services and creation of sustainable livelihoods remain elusive for most Sudanese people. Since 2004, an estimated 2 million southern Sudanese, either exiled in neighbouring countries or displaced within Sudan, have returned home, with more than 90% having done so spontaneously. Only a fraction has received adequate assistance. Failure to address reintegration and recovery needs generates frustration, has started to ignite communal tensions, and could ultimately jeopardize the success of the peace process itself.
